The brief
The board's target depends on the club's size and its division, not on last season.

Toucan City
A fixture both sets of supporters look for, without anybody losing sleep.
Two clubs going in opposite directions, neither of them where they want to be.
Toucan City finished third in Season 1 and fifth in Season 2: established, respected, a fixture near the top. Then fifteenth, then tenth. No trophy has ever come, and the record now reads as a club that was good early and has been falling since.
Stork United finished second in Season 2, which is the best any club outside the champions has managed without going on to win something. Then twelfth and thirteenth. Also no trophy. Also falling.
Which is what makes this one honest rather than glamorous: it is two clubs arguing about which of them is closer to getting back. Toucan City have the older claim, Stork United the more recent one, and neither has anything on the shelf to end the argument with.
One breakout season by either and this becomes the fixture that decides the top of the table. Until then it is two clubs looking up.
